Just why are rates so incredibly low ?

 As Martin Wolf points out in today's Financial Times ("Strong currents ....." , p.11) , if you'd suggested ten years ago that we'd see a scenario such as we're witnessing today, they'd have been calling for the men in white coats. Fortunately, he also offers us a comprehensive summary of why things are the way they are. It's hard to believe that there may one day be a whole generation that has only known a low rate environment (like in Japan), whilst older, greyer heads shake in disbelief .... and not just because they don't know what to do with their savings.
